Perhaps progress is slow and nuclear powers are absent from the Treaty because their leaders have not had personal experience of the devastation modern weapons can bring. To give them a sense of reality perhaps they could view a small nuclear bomb being tested in the country in which one of their meetings is being held. Alternatively, in 2017-18 they could meet in Mosul and attend a seminar on what nuclear weapons would do in comparison.
