Deborah Rhodes is an independent consultant and trainer in development cooperation who has authored several books on links between cultural values and capacity.

She works with Government agencies, NGOs and others on a wide range of aid issues and processes.

Since 2005, she has been a Director of an NGO called Australia Pacific Islands Disability Support (APIDS) which partners with Pacific disabled people’s organisations.
