Professor Dogan Altinbilek  is a Professor of Water Resources Engineering at the Middle East Technical University, Ankara, Turkey.

From 1996-2001 he served as the Director-General of State Hydraulic Works (DSI) which is the major government agency in Turkey responsible for water resources development.

Professor Altinbilek is Governor and Vice President of World Water Council (WWC) and also President of International Water Resources Association (IWRA).  He  is Past President (2004-2008) and Honorary Member of the International Hydropower Association (IHA).
