Paul Harris

Paul Harris is the Director of The Australian National University’s North American Liaison Office in Washington DC and an Adjunct Fellow at Georgetown University’s Center for Security and Emerging Technology. He was Deputy Director of the HC Coombs Policy Forum at ANU.

Prior to joining the HC Coombs Policy Forum, Paul was General Manager of CSIRO’s Government and International Engagement group and a Visiting Fellow at the ANU Centre for Policy Innovation.

Paul led the Coombs Forum’s Policy Research Program on “Science, Technology and Public Policy”, which involves collaboration with government and researchers from a range of disciplines.

He has authored a number of Coombs Forum reports and discussion papers, including Science policy: beyond budgets and breakthroughs (2011) with Dr Ryan Meyer, Outcome-oriented science policy (2013) for the Tasmanian Government, and Science for policy: mapping Australian Government investments and institutions (2013) with Dr Kerrie Jackson.

Paul also writes for The Guardian’s “Political Science” blog and for The Conversation. He has published and spoken on issues of innovation policy, technological change, the links between research and policy, international science collaboration and science diplomacy. Paul has an undergraduate degree in literature and history and a masters degree in international politics from ANU.
