Phurba is a Senior Planning Officer at the Gross National Happiness Commission, the central planning agency of Bhutan.

He has a Master of International and Development Economics from The Australian National University.

Phurba was a key member of the team which authored the second Voluntary National Review Report on the implementation of the Sustainable Development Goals, which Bhutan’s Griss National Happiness Commission presented to the United Nations in July 2021.
