This workshop will focus on the conditions, strategies and skills necessary to support and encourage innovation in the public sector. During this workshop participants will learn how to foster the underlying conditions within their policy sector to stimulate and encourage innovative processes as well as exploit windows of opportunities for innovations in public policy, service delivery and regulation. More generally, the workshop will allow reflection on the broader policy environment and dynamics as both motivating and limiting ambitions for innovation and the wider diffusion of ideas, processes and products across a sector or system.

Course overview

The workshop starts by distinguishing innovation from simple change or reform. Participants will use this to support their learning about how to identify useful sources of innovation from within government as well as valuable sources outside in the private or not-for-profit sectors. The barriers to innovation in government services will be highlighted as critical in the development of any innovation strategy.

The workshop will conclude with participants reflecting on the paths to implementing innovation and understanding the robust policy systems and processes necessary to support successful and enduring innovation.

Professor Adrian Kay

Adrian Kay is Professor of Government and Education Director at the Crawford School of Public Policy, Australian National University. He is President of the Australasian Political Studies Association in 2015-16. He has held academic appointments in the UK and at Griffith University, Queensland. Prior to an academic career, Adrian was a member of the UK government’s European Fast Stream for several years and worked for the EU Commission in Brussels. His research lies at the intersection of international and comparative public policy reform, with a particular interest in global health policy-making.
