Through this course you will learn the links between the public sector and productivity, the productivity effects of policy programs, the efficiency and effectiveness of program delivery and the productivity of government agencies.

Course overview

There is a lot of interest in public sector productivity, both in terms of how the public sector affects national productivity performance and, more specifically, how government agencies use their resources efficiently and effectively to pursue program objectives. Satisfying this interest, however, is frustrated by a lack of available measures of public sector productivity.

The course will cover links between the public sector and productivity: the productivity effects of policy programs, regulation of economic activity, the efficiency and effectiveness of program delivery and the productivity of government agencies. Dealing with the intersection of productivity with social and environmental objectives will be a focus.

The challenges of measurement of public sector productivity will be another focus. The course will canvass various approaches to measurement of the productivity of agencies and the productivity effects of associated policy programs.

Dean Parham

Dean Parham is a productivity expert, long associated with the Productivity Commission in Australia. He led the Productivity Commission’s ‘flagship’ program of research on productivity for over a decade and, since 2008, has continued to investigate productivity trends and issues in association with a number of government, academic and private-sector agencies. These have included the Australian Treasury, the University of Adelaide, the Australian Business Foundation, the Bureau of Resource and Energy Economics, The Australian National University and back at the Australian Productivity Commission as a visiting researcher. He is currently a visiting research fellow with the University of Adelaide and a visiting scholar with the New Zealand Productivity Commission.
