Building academic work on top of grey literature is, as you argue, important, particularly in developing countries.
It would be interesting to further explore the ideas about how smaller organisations can get their grey literature to see the light of day. Presumably, if your idea of linking to citation managers catches on, larger organisations such as the World Bank will tend to dominate the ‘acceptable grey literature’ field.
