You could not draw a directly conclusion just beacuse China refused to attend Hauge discussion.And I have to claim South China Sea is chinese territory from the beginning to end. China always has peaceful heritage and we never try to be an invader. On the contrary, China sufferd a great lose in World War II. If you know well about chinese history,there is no doubt that China is always willing to help our neighbour countries who need assistance.We donate a large sum of money and send peacekeeping force to protect regional securtiy.Oppositely what you mentioned above,we actually earned good reputaion around the world. And you said “respect is earned not bought or useing muscling”.In fact,China has the same thinking with you,so what we have done and plan to do are going to improve the regional econmy growth and social stability. At last, I have to say China has already succeed.China is the second largest economic country in the world.And importantly only Chinese could judge whether the government did right things or not. I recommend you come to visit china and observe our government and people closely.Maybe you will generate different expreience.
