There should be an International Convention on the interpretation of Koran. The Islamic countries should come together and outlaw such interpretation of Koran which encourages terrorism. They should enter into an International Treaty and apply sanctions against a treaty country which does not prohibit terrorism or prosecute the terrorist organisations.
