After having clipped the wings of the military and purged potential rivals he may be able to transform the country unchallenged.

Jang Jin-sung claims Kim Jong Un is a powerless symbolic figurehead in the hands of an almighty department of the Korean Labor Party. He also claims North Korea cannot be reformed.

The dispute between the advocates of these opposite perspectives is important since the policy-makers in the West who are deciding on the future course of policies towards North Korea (engaging and a peace treaty versus more of the same old coercive policies with ever more sanctions) will be influenced by it.
