Especially the bureaucracy part.. India suffers from an Implementation Defecit Syndrome.. Many of our past policies are prudent and well crafted.. But when it comes to execution, the agencies perform awfully lethargic that it just sucks the energy and national resources to nullity.. Some glaring examples are good governance initiatives, police reforms or mega infra projects..

Another key area perhaps missed is electoral reforms, which no political party is serious about.. Recurrent elections and lack of transparent political financing has compelled the political class to indulge in self defeating populism, creating a systemic patron clientele structure that inhabits implementing bold reforms.. This has also resulted in avarice criminalisation of politics that is keeping India’s progress hostage..

Unfortunately, it seems hubris has set in faster than it should have. Modi is not behaving like a responsible Prime Minister. Before venturing abroad, one needs to set one’s house in order. Getting promises of investment without changing the ground scenario means nothing. Is a bullet train more important than the impetus to the economy? The bullet train will not drive the economy. At best, it will be a white elephant for many long years, a mere show piece! Spend the money to improve the infrastructure already in place. Huge amounts of money gets wasted because of archaic laws and practices. Change that. Unfortunately for Modi, his cabinet has more useless ministers than useful ones. He carrying dead-weight and needs to change this.

Finally, it is not for-BJP or against-BJP ….. politics is one thing but to deliver is another. The past one year has been more of globetrotting rather than real work. How can you justify the Prime Minister not visiting Parliament for even one day? Not acceptable.

Why fo bjp supporters who hate congress so much, use it as a basis to assess anything? Congress is not a benchmark for anything, the author is comparing HDI to international benchmarks and so should you if you think modi was elected to do a better job than congress.

Public sector reform, regulatory reform and improved education are very much the starting point on the journey that will see India realise its enormous potential. I would also suggest that improvements to national infrastucture that touch everyone and provide small entrepreneurs with a means of increasing productivity (think of what Lee Kwan Yew said about air conditioning) and participating in ever wider markets is essential.
